In 2014, Best Upon Request adopted Holacracy, a new organizational operating system that makes us more agile, efficient and transparent, allowing us to better serve our clients.  The Compass Circle represents “lead links” and “rep links” from other circles, and other roles.  This circle’s, and our company’s, purpose is to create life-enriching experiences.

Tillie Hidalgo Lima, President/CEO

Tillie Hidalgo Lima 0313_roundedA Cuban refugee, Tillie became a U.S. citizen in 1969 instilling in her that freedom is a privilege and a responsibility.  She attended the University of Cincinnati where she earned her Bachelor of Science in pharmacy.  Tillie came to Best Upon Request in 1996 as vice president of operations.  In 1999, she became president and in 2003, Tillie was promoted to president/CEO.

Tillie is an active member of Vistage International, United Way of Greater Cincinnati Board of Directors and St. Elizabeth Healthcare Board of Directors.  She is a graduate of the Chamber’s Leadership Cincinnati Class 29.  Tillie co-founded and co-chairs the UW Hispanic Leadership Society, and co-chairs the YWCA Academy of Career Women of Achievement Council.

In 2008, Tillie was honored as the recipient of the Brillante Award for Entrepreneurial Excellence by the National Society of Hispanic MBAs.

William (Bill) Mills, Chief Operating Officer

Bill joined the Best Upon Request team in 2012. He holds a bachelor’s and master’s degree from Eastern Kentucky University and has led several award-winning operations.  He began his career at Hitachi Automotive Products where he spent 13 years developing as a leader, manager, continuous improvement practitioner and executive.  In 2003, he became CEO of Christian Appalachian Project, a top-15 human services charity, where he led programming, volunteerism and revenue development to historically high levels. In 2009, he became director of operations for a 14-restaurant McDonald’s franchise, overseeing a restaurant management team and workforce of more than 700 people.

Bill has served on several boards of directors for social service non-profits including The State of Kentucky Agency for Substance Policy and The University of Kentucky: Non-profit Leadership Initiative.  Bill’s networking journey to relocate his family to Cincinnati in 2012 resulted in multiple opportunities to serve as a volunteer consultant to non-profits in the greater Cincinnati area. Bill’s passion to impact the lives of foster and adoptive children continues to drive him to provide guidance and assistance to multiple agencies including the Coalition of Care.

Bill is a member of the Cincinnati USA Regional Chamber’s Leadership Cincinnati Class 38.


Jessica Lima Bollin, Vice President, Marketing and Communications

Jessica started working for Best Upon Request seasonally in 2000.  She came on board full time in 2007 and has energized numerous roles as she grew the marketing and communications team to support the needs of the company.  Jessica has a bachelor’s degree in strategic communication and a minor in business from The Ohio State University.

Jessica is a graduate of the 2009 C-Change Class IV, the Cincinnati USA Regional Chamber’s young professionals leadership development program and of the 2010 YWCA Rising Star Board Leadership program.  Jessica has been involved with the United Way Emerging Leaders Society, the National Society of Hispanic MBAs and the American Marketing Association, and participated in the Goering Center’s Next Generation Institute.


Sean Hildebrandt, National Sales Executive

SeanHildebrandtRoundedSean joined Best Upon Request in 2014.  He has a history degree from the University of Cincinnati. Sean worked previously as a key sales account executive for Enquirer Media. Sean spends his free time playing golf and volleyball and volunteering with Relay for Life.

Sean is a member of the 2015 C-Change Class X, the Cincinnati USA Regional Chamber’s young professionals leadership development program.


Katie Stout, Controller

Katie joined the team in October 2011.  Prior to joining Best Upon Request, she worked for Jackson, Rolfes, Spurgeon & Co. as an auditor and at Plante Moran as an outsourced controller/audit manager. She is a certified public accountant and has a bachelor’s degree in accounting and a master’s of accountancy from the University of Cincinnati.

Katie is a member of the American Institute of Certified Public Accountants (AICPA) and the Ohio Society of Certified Public Accountants. She is a team captain for the March of Dimes March for Babies and volunteers at Cincinnati Children’s Hospital Medical Center and the Conductive Learning Center of Greater Cincinnati.


Natalie Lima Hall, HR Leader

Natalie Lima Hall_RoundedNatalie began working for Best Upon Request in 2004. She graduated with a bachelor’s degree in history and a minor in business from The Ohio State University. Her 10 years of dynamic experience with Best Upon Request allows Natalie to bring a unique perspective to the data and insights we provide.

She loves to travel and has called Florence, Italy, and Corvallis, Ore., home.



Chuck Haddox, Client Ambassador

Chuck Haddox_roundedChuck joined the Best Upon Request team in 2015. Before coming to Best Upon Request, Chuck was the director of recruiting and a financial advisor with Northwestern Mutual. He also had a successful career for 10 years in vocational Christian ministry, serving in international missions, pastoral ministry, and as the director of admissions at Southern Seminary.

Chuck has an MBA from the University of Louisville, a MDIV from Southern Seminary, and a BA from Samford University. He enjoys culture, people and leadership.
